The expansion to 1,200 articles made the application of rules less predictable, raising numerous operational questions, particularly during field missions.<\/span><br><br><span style=\"font-weight: 400;\">After several pilot experiments starting in 2024, the DGDDI launched an industrialization phase in 2025 with the goal of a full-scale rollout by May 1, 2026.<\/span>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-339757cb elementor-widget elementor-widget-heading\" data-id=\"339757cb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Strategic Requirements and Priorities<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-77b4933 elementor-widget elementor-widget-text-editor\" data-id=\"77b4933\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<span style=\"font-weight: 400;\">To guide its technological and contractual decisions, the DGDDI established a set of core requirements. The protection and confidentiality of sensitive information were top priorities, alongside a strong sovereignty requirement involving hosting in France and guaranteed reversibility of systems.<\/span><br><br><span style=\"font-weight: 400;\">From an operational standpoint, the tool needed sufficient performance and robustness to support approximately 17,800 users, while remaining flexible enough to adapt to evolving usage and regulatory changes. Given these security and compliance constraints, the administration opted for a sovereign architecture based on open source, using the UGAP procurement channel.<\/span>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-df874d0 elementor-widget elementor-widget-heading\" data-id=\"df874d0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Systems and Infrastructure Implemented<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-079fc4a elementor-widget elementor-widget-text-editor\" data-id=\"079fc4a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The solution relied on close collaboration between three key entities: the DGDDI, which defined business needs; Sopra Steria, responsible for technical integration and software design; and OUTSCALE, which provided hosting on a sovereign SecNumCloud-certified Cloud infrastructure, ensuring computing power (GPU), flexibility, and rapid deployment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To enable fast rollout and efficient scaling without heavy hardware investment, OUTSCALE provided an industrialized Cloud infrastructure optimized for GPU resources.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">J\u00e9r\u00f4me Sandrini, Chief Revenue Officer at OUTSCALE, emphasized that for any large-scale AI project, Cloud usage becomes essential. OUTSCALE delivers \u201cthis elasticity combined with security and the well-known SecNumCloud certification.\u201d He also highlighted the critical role of a partner ecosystem in accelerating time-to-market and enabling large-scale integration of new services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Acting as the bridge between technical infrastructure and operational needs, Sopra Steria industrialized all components: conversational interfaces, ingestion pipelines, retrieval-augmented generation (RAG), and vectorization. To ensure security and operability while preventing \u201cshadow AI,\u201d the company integrated the solution into the information system, including directory services, authentication, and the SOC.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Quentin Lebourgeois, Head of AI for Public Services at Sopra Steria, \u201cthe use of managed sovereign solutions made it possible to build a response tailored to business challenges while avoiding the complexities of infrastructure management.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the DGDDI, the project\u2019s success was based on several strategic pillars: strong executive support, clear prioritization of needs with security and sovereignty at the forefront, and a pragmatic approach informed by past experience. To facilitate industrialization, deployment began with a simplified use case.
